The city treats a re-roof permit as an express permit when every document is uploaded up front, and it says most express permits are issued within three business days.

So we send it complete: the scope of work with a cost breakdown, the product approvals, the notice of commencement and, for a condo or HOA home, the association’s approval. If the house was built before March 2002 and its improvement value is over $300,000, the city also asks for a roof mitigation form with proof of that value.
